How we work

Four stages, in order.

Licensing has a sequence, and skipping ahead is what costs people a year. Here is ours — the same one whether you are applying for a first license or cleaning up after an examination finding.

Scope

Two weeks, fixed fee. Which license the business actually requires, what it costs, how long it takes, and what would cause it to fail. You get a written roadmap you can hand to your board. If the answer is that you don't need us, that is the answer you get.

Build

The application is a document set — business plan, projections, manuals, fit-and-proper packs, systems descriptions, corporate approvals. We draft it, you review it, and it goes in complete rather than in pieces.

File & defend

We file, then work every comment, clarification and site visit through to approval. Most timelines slip because the applicant is slow to answer. That is the part we control, and we control it.

Hold the line

After approval the file has to stay current: reportorial requirements, notifications, renewals, examinations, and the next circular. We stay on retainer, or hand you a clean handbook and step back. Your call.

Two principals. No handoffs.

You will not be sold by one person and served by another. The people below do the work, sign the filings and take the calls — one from six years of running applications from the outside, one from a decade inside government and a seat at the Bar.

Co-Founder / President

Amos Espolon

Six years advising banks, payment companies and technology firms through Philippine licensing and regulatory approval — de novo applications, license upgrades and reclassifications, and the regulatory side of acquisitions in financial services.

He is also chief executive of a technology company building onboarding and compliance systems for regulated institutions, and sits as an independent director on the boards of a medical group and a Philippine bank — which means he has been on the receiving end of the frameworks he writes.

Co-Founder

Melissa Mei Lin Monteroso

A decade of government and transactional work across diligence, procurement, privacy and corporate filings — recent matters include due diligence for a leading petroleum company and several solar developers, a Philippine Competition Commission notification for a cold-chain joint venture, SEC filings for employee stock option plans, and the incorporation of a foreign financing company's local subsidiary.

She spent ten years at the Department of Finance's Privatization and Management Office, latterly as Assistant Division Chief — heading the technical working group of its Bids and Awards Committee, drafting the agency's data privacy manual and impact assessments, and running the ISO 9001 certification the office has held for eight consecutive years — which means she has sat on the government side of the table her clients now face.
